AHCCCS; preventive dental care
Purpose
Requires Arizona Health Care Cost Containment System (AHCCCS) contractors to provide preventive dental care for persons who are at least 21 years old and, for persons treated at an Indian Health Service (IHS) or tribal facility, adult dental services that are not covered under preventive dental care.
Background
AHCCCS
contractors must provide medically necessary dental services that include:
1) emergency dental care and extractions in a maximum annual amount of $1,000
per member over 21 years old; and 2) for persons treated at an IHS or tribal
facility, adult dental services that are eligible for a Federal Medical
Assistance Percentage (FMAP) of 100 percent and that exceed the $1,000 annual
cap (A.R.S.
§ 36-2907). A dental emergency is an acute disorder of oral health
resulting in severe pain and or infection as a result of pathology or trauma (AHCCCS).
FMAPs are calculated using a formula outlined in the federal Social Security Act and used to determine the amount of federal matching funds for state expenditures for assistance payments for certain social services and state medical and medical insurance expenditures (U.S. ASPE).
The Hospital
Assessment Fund consists of monies collected from an assessment of
hospital revenues, discharges or bed days for the purpose of supplementing
AHCCCS funding from the Proposition 204 Protection Account and Arizona Tobacco
Litigation Settlement Fund (A.R.S.
§ 36-2901.09).
The Joint Legislative Budget Committee (JLBC) estimates that H.B. 2338, as introduced, would increase state General Fund costs by $3.5 million annually beginning in FY 2024. Including federal funds, JLBC estimates that H.B. 2338 would increase AHCCCS costs by $31.8 million annually beginning in FY 2024 (JLBC fiscal note).
Provisions
1. Requires AHCCCS contractors to provide:
a) preventive dental care for persons who are at least 21 old; and
b) adult dental services for persons treated at an IHS or tribal facility that are not covered under preventive dental care.
2. Prohibits Hospital Assessment Fund monies from being used to provide preventive dental care for persons who are at least 21 years old.
3. Makes technical changes.
4. Becomes effective on the general effective date.
